<p>In November 2011 the Windfall Fund awarded TCB £4000, and along with additional financial help from ACHA, TCB were able to purchase and install a new roundabout, safety matting, spring riders and upgrade the swings.</p>
<p> TCB has since been awarded a further £10,000 and we will be looking to install more new equipment probably for the older children in the near future.There will be an open day in An Talla on the 19th of May to discuss possible additions.</p>

<p>Tiree now has a new community bus. After two years of fantastic support from Jane Isaacson, the Resource Club were awarded a grant to purchase a mini bus and employ an outreach worker.</p>
<p> Resource Club is very pleased to welcome Christine MacDonald into the post and hope she enjoys all the challenges ahead! The bus is very much a community resource and is available for all community groups to use but please bear with us over the next couple of months as we work out the best method of managing this so everyone is happy.</p>
<p> The club is currently looking at instigating a library run. Individuals are welcome to book the bus for appointments but we are trying to combine trips as fuel is expensive. It would be good if community groups could identify drivers within their ranks as we will require copies of clean licences for insurance purposes.</p>
<p> We would ask that in all instances that the ring-and-ride service is utilised before the community bus as this is the principal transport service on the island.</p>
<p> Anyone who wants to come to the Resource Club for a meal and good company please contact Christine on the number below and we will arrange pick up. Many thanks and we will be publishing the guidelines for usage in the next edition. Meanwhile, Christine&#8217;s contact number is 07776422476.</p>

<p> SPR has recently given a commitment to establish a Community Partnership Fund and to discuss with the community how to set it up. It has always been a priority for Tiree Community Development Trust to find out, on behalf of the community, more about what this could be if the proposed Array went ahead.</p>
<p>At the first public meeting held by SPR on Tiree it was announced that if the proposed wind farm development went ahead there would be financial benefit for the local community.</p>
<p>The first meeting between Tiree Trust and SPR to discuss the proposed Community Partnership Fund (CPF) took place on 24th January 2012. The purpose of the meeting was to plan the process for agreement of the Fund. Points discussed, which will also be on the agenda for future meetings, were:
<ul>
<li>How the meetings should be recorded and reported and how the community should be consulted.</li>
<li>The role of Argyll and Bute Council.</li>
<li>What the make up of the negotiating body planning the process should be.</li>
<li>How the final Fund amount per year should be calculated.</li>
<li>What the make up of the future body which would administer and distribute the Fund should be.</li>
<li> How funding for skills/education/training could be used in 2012-13.</li>
<li>Negotiation stages and timetables for the process.</li>
</ul>
<p>It was agreed that the above points would be on the agenda for the first stage of the discussions. The second stage would focus on what the Fund would be used for and what its amount would be. Each stage would end with a community consultation in the form of either an open afternoon or an evening public meeting.</p>
<p>There will be further meetings on 14th February and 21st February with the community consultation on Stage 1 soon after. Stage 2 will then commence immediately, with the object of final approval by the community, which would be Stage 3, around April 2012.</p>
<p>This is a joint update from the Trust and SPR. It was agreed at the meeting that these updates should be joint and not be included in the regular SPR updates. Full minutes of the CPF meetings will be available to the public at the end of each Stage of negotiations.</p>
<p>Tiree Community Development Trust is neither for nor against the proposed wind farm development and this process is a continuation of the fact finding mandate given by the community at public meetings in 2009/10. <h3>Community Partnership Fund</h3>
<p>How Tiree could gain from the Argyll Array project has been the subject of a number of my updates over the last few months and has been frequently raised as an issue in comments on the project.<br />
 SPR has been looking closely at this matter over the last few months, with the objective of sharing its conclusions with the island before the end of this year. The company is now happy to be able to confirm its commitment to the principle of creating a Community Partnership Fund, a mechanism that will provide direct investment in Tiree and the people who live on the island, to support local projects and initiatives. Some of this investment could be in place in the near future and could then grow as the development reaches certain milestones such as consent and full operation.<br />
 This would enable the whole of Tiree, as the wind farm’s close neighbour, to share in the positives that arise from the harvesting of our common natural resources.<br />
 A number of factors were taken into account in making the decision. These factors will continue to influence the next stages. These include-</p>
<ul>
<li>A number of organisations, such as Argyll &#038; Bute Council, will have legitimate contributions to make regarding the development and application of the fund.</li>
<li>The investment will be unique to the Argyll Array project and if used effectively, will positively support Tiree economically and socially</li>
<li>The investment will be additional to and completely separate from any sums paid by SPR to individuals or businesses in Tiree under private contracts or agreements related to the development and operation of the wind farm</li>
<li>The investment will also be separate to any improvements to Tiree infrastructure essential for the development of the project, such as an improved harbour or improved communication networks.</li>
</ul>
<p> The finally agreed form of the investment will be outlined in a legally binding agreement. Of course, the practical detail of how the investment will be made has yet to be worked out. SPR will begin initial discussions with the Tiree community in the New Year regarding this. I will include information on the progress of the Community Partnership Fund discussions in my first Updates of 2012.<br />

<p>As I said in my last update, a total of 24 comment forms were returned from the 121 attendees. The general feeling was that the presentation was informative and very well presented. There was a desire expressed for more detail on what benefits the project would deliver for the island as well as concern from some over the visual impact of the wind farm. There were also requests for more information on a variety of topics, particularly regarding onshore impacts. Individual comment sheets could not be reproduced in the last update but a summary was presented of all the points made, under six headings. Generally, each point was made once by one person but where a point was made by more than one person this was indicated. Below are responses to some of the points made.</p>
<p> The points detailed in the last update can’t be responded to all at once, but I will respond to them all over the next few updates.</p>
<h3><strong> Socio-Economics<br />
<h3>
<p><strong>Desire to see something (e.g. airport upgrade, road resurfacing, economic impact) in return for any negative impacts of the windfarm (SIX COMMENTS)</strong></p>
<p> This was the point most frequently made on the comment sheets. It is also the point most consistently stated by those expressing a view on the proposed development. It’s much more frequently expressed to me than concerns regarding visual impact. As such, the company is addressing the issue as a matter of priority.</p>
<p> Work has already begun to identify the forms such benefit could take. The project is still at an early stage and the right balance has to be struck between being too general and being too specific. We are committed, however, to responsibly discussing potential benefits with the island as soon as they are identified and we would hope to be able to say more about this before the end of the year.</p>
<p><strong> Desire for more detail on fishing impacts</strong></p>
<p> This detail will be provided as a result of the Environmental Impact Assessment which will be carried out over the next 18 months. The potential impact on stocks of fish/shellfish, their spawning, their movements and their habitat, as well as access to the wind farm for fishing boats will all be a major part of the Environmental Statement that will be submitted as part of the planning application to Marine Scotland.</p>
<p> These impacts will also be discussed with affected fishermen prior to the final application being lodged. The way all this will be carried out is detailed in pages 49-56 of the Request for a Scoping Opinion document which was submitted to Marine Scotland last year. <h3> Visual impact</h3>
<p><strong> Opinion that photomontages show a negative visual impact (FOUR COMMENTS)</strong></p>
<p> In all debates, reasonable people will hold reasonable views that are completely opposed and this is no different. Some do think our initial photomontages show a visual impact which is unacceptable. Probably nothing can be said to change that opinion. It’s a reasonable, honestly held, view. But it’s not a view everyone shares.</p>
<p> Neither is it the main view expressed to me by people discussing the project, as I said above. It’s also very important to remember that the photomontages presented so far only represent a preliminary impression of the project. The final Environmental Statement will contain photomontages which have taken into account a much wider range of information. These will include consideration of how to mitigate visual impacts where possible.</p>
<p> Because of this, the project may look different in these later photomontages. Furthermore, when people do speak to me of the visual impact, a good number say that yes, it could be a big visual impact, and one that you would need to get used to, but it wouldn’t necessarily be a negative one. That’s the way I see it too but maybe I’d go a bit further:<br />
 a big visual impact isn’t necessarily bad just because it’s man-made. An awe- inspiring view can be man- made as well as natural; a testament to human skill and endeavour. There are examples worldwide and throughout history.</p>
<p> As a community, Tiree has historically had a pragmatic approach to the environment as a practical resource for humans and this development would also be firmly in that tradition.</p>
<p><strong> Concern over technical accuracy of photomontages</strong></p>
<p> I addressed this matter in the last update.</p>
<h3> Character of island</h3>
<p><strong> Concern that there would be nothing positive for the island from the project</strong></p>
<p> This is the same issue, essentially, as the first one, above.</p>
<h3> Consultation</h3>
<p><strong> Well presented, informative staff at exhibition (TWELVE COMMENTS)</strong></p>

<p><strong> Desire for more detailed information through An Tirisdeach</strong></p>
<p> I could easily write more than the 1000 words (approximately) in each update. However, I think that’s about the limit that most people want to read at any one time about the project. There’s more information on the website and anyone wishing more information on any particular point is welcome to write or email me.</p>
<h3>Ecological impacts</h3>
<p><strong> Concern about potential for impacts from anti-fouling chemicals (TWO COMMENTS)</strong></p>
<p> General concern for potential impacts on wildlife Ecological impacts will be thoroughly explored during the EIA process I mentioned above and in the Environmental Statement submitted with the planning application Master Planning (Scenario Mapping) A ‘Scenario Mapping’ exercise has just begun for Tiree (this work was previously referred to as ‘Master Planning’). It will focus on the possible scenarios for operations and maintenance of the Argyll Array.</p>
<p> The work is being carried out by the consultancy company Ironside Farrar. SPR are not leading this work, but are providing information to inform it. The SPR Project Team has met with Ironside Farrar to update them on the possible options for onshore developments if the Argyll Array project was to go ahead. Another meeting between SPR and Ironside Farrar, to give them more information, is planned in the near future.</p>
<p> The consultants, meantime, are about to make a start on the main part of the process: hearing what various sections of the Tiree community and others see as being the best way forward for onshore developments. I would again encourage all who have a view on this to get involved in that process.</p>
<h3> Viewpoints for planning photomontages.</h3>
<p> A reminder that we are still keen to hear from members of the public who would like to suggest viewpoints for the photomontages to be produced for the full planning application. Please contact myself in any of the usual ways or annotate a copy of the maps available at the exhibition which is still, of course, available to view in the Rural Centre.</p>

<p>Tiree Community Business held a successful open meeting on the 27th June 2011 at An Talla where TCB Directors, Chris Hall and Micheal Holiday from Roots, and Stewart Meikle – all experts in their own fields &#8211; were on hand to explain in more detail the proposed plans for the purchase and development of the Business Centre.</p>
<p> Around 70 people turned up and provided feedback on the proposed development. Three possible design options for the proposed extension and several options to improve the external appearance of the existing building were shown. Feedback from those of you who came along to the event highlighted that the overwhelming preference was design option 2 – this option provides the largest available floor space and fits well with the design of the current building.</p>

<p> Other feedback included the need to make sure the new facilities did not duplicate any other existing provision on the island and that there was a real need for additional office space for rental. All of the feedback is being considered by the directors and will help to inform the final proposal that goes forward to secure funding.</p>
<p> If you did not manage along on the 27th there is still an opportunity to view the display boards as these will be in the Business Centre for the next month. <p> The next stage will be to consult with planning officials to gain feedback on the likelihood of the preferred option gaining planning approval and to obtain an outline of the likely costs associated with the extension. This will allow us to progress to the first stage of a Big Lottery application.</p>

<p>The Cùram Thiriodh working group received a knock back in May as their bid to apply to manage the Eventide Home and the home care service was not accepted by the Council.</p>
<p> The group had spent three months preparing themselves to tender for the services the Council is trying to privatise, in an attempt to keep control on the island. However, in the last few weeks it became apparent that the Council wasn’t allowing bids from new groups after all – only organisations already running care homes were being allowed to submit offers. That leaves Tiree at the mercy of the Council and the market – if even one outside company puts in an acceptable bid for either service, the Council can give them the contract.</p>
<p> Before Cùram became aware that their bid would not be accepted they had moved quickly – it became a legal company, elected directors, opened a bank account and is well on the way to becoming a charity. Contacts were made far and wide as ideas poured in from around the country. The working group believe that Cùram’s longer term aim should be to bring together the medical, nursing and social carers (from the Eventide Home and the community) plus volunteers into one team, working as much as possible under one roof. They would also like to have the resources to help people stay at home longer, including starting day care.</p>
<p> Although Cùram did not qualify for the tender process, the Council asked Cùram to send in their ideas and if there are no acceptable private bids the way could be cleared for some of the new group’s plans to be adopted. We will not know until mid-August if contracts to run the Home Care and/or Care at Home services have been awarded.</p>
<p> In the long term the working group wants to build and run a new care centre for the island. Here there is some good news as the Health Board, Council and a local housing association have all said they would be willing to start discussions and the first meetings will take place in the next few weeks.</p>
<p> Cùram chairman, Dr Holliday, said,<br />
<em> “To put in so much work since the New Year, it is obviously disappointing not to get a chance to bid against the private companies. We had to get our act together quickly – but the pressure will be a good thing in the long run. We’ve formed a strong team, we know what we want and are a significant step closer to bringing together a partnership to build a new care centre.”</em></p>

<p>A two hour long meeting between Scottish Government officials and members of the community in An Talla this week failed to allay fears of possible &#8220;devastating on-shore work&#8221; on Tiree during the off-shore windfarm project.</p>
<p> Three officials from Marine Scotland, a Government body, explained to the meeting the steps leading up to the planning and licensing stages. Mr Phil Gilmour revealed that the off-shore and the on-shore parts of the plan will be split when it comes to the applications. When asked about the possibility of the massive electricity sub-station being sited on the island instead of out at sea, which is a more expensive option, he said that only the off-shore scenario was in his remit, and planning consent would have to be granted by Argyll council.</p>
<p> In reply to questions from members of the community at the meeting he said that even if the council planning committee refused the application it could be passed to the Scottish Government who could overrule the decision. He said:<br />
<em> &#8220;The decision could be overturned by the appropriate Minister.&#8221;</em><br />
Planning permission for a possible converter and other onshore operation and maintenance facilities would only come up AFTER the off-shore licence had been granted. When asked if he thought it likely that planning permission would, thereafter, be refused by the council Mr Gilmour repeated a lengthy explanation of how both parts of the work were separate.</p>
<p> Mr Mark Christie, one of the Marine Scotland team, said that there would be <em>&#8220;significant onshore impact&#8221;</em> on Tiree from the windfarm project. Mr Gilmour said that the legal procedures involved in the process leading up to off shore wind farms were still evolving and that he and his team were ahead of other countries and that he had been abroad to address European countries on the Scottish model.</p>
<p> Many people left the meeting at its close expressing disappointment. They said they had learned nothing new and felt that they had been given only verbal promises that proper consultation between SPR and the community would be honoured in future. Ex-councillor Ian Gillies said:<br />
<em> &#8220;I am more fearful now than I was at the beginning of the meeting for a transparent approach by SPR.&#8221;</em><br />
 Another local resident said:<br />
<em> &#8220;In my opinion, what we experienced tonight was a &#8216;snow job&#8217;. What we are facing is months if not years of devastating industrialisation of our island and nobody will tell us what exactly to expect.&#8221;</em></p>
<p> Mr Robert Trythall, who spearheads the No-Tiree-Array campaign against the siting of the proposed wind farm asked why the proposed development was named Argyll Array, instead of Tiree Array, which would be more meaningful and alert people from elsewhere to the possible destruction of such a beautiful island. Mr Gilmour said it was up to Scottish Power to name their own project, and he agreed to ask if the name could be changed, but gave the impression it would be a waste of time.</p>
<p> A public information day is being held by Scottish Power Renewables in An Talla on Monday, July 28, at which officials of the power company are expected to produce visuals of the impact of the windfarm on the sea and landscapes of Tiree.</p>

<p>I am writing this to express my concern at the way in which the proposed Tiree Array is being forced through the consenting process. It alarms me that Scottish Power Renewables want to get consent to develop their project before they actually release the details of what they are planning. I find it hard to believe that they have got as far as they have with their research and planning without being able to give us the least bit of information on what they are going to do. The &#8220;Argyll Array Project Update No8-May 2011&#8243; only reinforces the point that they are intent in keeping us in the dark until they get consent.</p>
<p> I find it strange that the government would even consider giving them consent without having detailed plans from them. How can individuals, group etc make any sort of informed decision without even the most basic facts. I have spoken to a lot of people who are undecided about the project and will make their minds up when they have some more facts. The harsh reality is that there will be no facts until Scottish Power Renewables have got their consent and by that time your views will count for nada. The time to make your mind up is now before it is too late, and in light of the fact that they are not disclosing any information you have to say no. It is up to us to force the hand of this huge multinational company by saying no now and force them to come clean as to what they have got planned.</p>
<p> When you look at the groups that make up the master planning process you have to question some of the motives and who is actually going to be there to look after the interests of Tiree and surrounding areas. It is obvious how SPR want the planning to go, least amount of cost and hassle to them. Highlands and Islands Enterprise have poured millions and millions of pounds into the turbine factory in Campbelltown. Argyll and Bute council have invested a reported £12 million into Campelltown harbour to make the turbine factory. The Crown Estates are the body that will be taking the money for effectively renting out the sea bed to the developer and are set to make millions from wind farms.</p>
<p> Scottish Natural Heritage have indicated in a document on offshore wind farms that they believe wind farms should be at least 35km offshore to reduce the visual impact on Scotland&#8217;s pristine seascapes, however SPR and other developers have ignored this advise and carry on regardless. So that leaves the Trust to represent the views of the people of Tiree. No disrespect to the Trust but in light of the bodies they are up against their voice will be lost at the negotiating table.</p>
<p> I would be very grateful if SPR could clarify what the possible implications of the Argyll Array would be on public services. In earlier scoping documents they stated that they did not intend to invest any money in schools, medical facilities or roads on Tiree as this was the responsibilty of local government. So would it be fair to assume therefore that the Array will have a negitive effect on public services?</p>
<p> It has also been reported that if SPR were forced into paying a levy on generated power this money would by default be paid to Argyll and Bute council. How much of this money would filter its way down to public services on Tiree and how much get swallowed up by A+B&#8217;s budget deficit? It would be very helpful if SPR could clear up this issue before any more rumours start.</p>
<p> Now is the time to say no. If we wait for any clear facts and information from SPR until we take a stance it will be far too late. Until they have set promises in stone we as a community have to say no. If the Array is going to go ahead we can only maximise any compensation by fighting. Remember there is a big difference between compensation and benefit and until SPR can prove otherwise this development is not going to bring any benefits to the island.</p>

<p>Hannah Brimelow’s recent letter about the Tiree Array offers wise advice from someone who knows at first hand how things work in the world of high finance and giant corporations.</p>
<p> As she points out, while the island is mulling over promises from Iberdrola, there are deals being done and consents being pursued. Once consent is granted, there will be no practical way to stop the developers from ditching those promises and riding roughshod over the island’s wishes.</p>
<p> So the message from Hannah is that there is effectively only one way for Tiree to have any control or influence over what will happen to it, and that is by coming out in opposition to the granting of consent. Without that opposition the island has no worthwhile authority to make demands.</p>
<p> Whether for or against the Array, I expect most of us would want to force Iberdrola to put the island’s best interests up there alongside its own corporate profit. If we think that they are doing that already, I fear we may be mistaken.</p>
